(A) There is hereby adopted The City of Monroe Standard Specifications and Detail Manual which is incorporated by reference as if fully set out herein.
(B) This ordinance in part carries forward by re-enactment some of the provisions of the Code of the City of Monroe and it is not the intention to repeal, but rather to re-enact and continue in force such existing provisions so that all rights and liabilities that have accrued thereunder are preserved and may be enforced.
(C) This ordinance shall be effective on the date of its adoption.
