(A) Finance Director to be Purchasing Agent. Until otherwise provided by the City Council, the Finance Director shall be the Purchasing Agent of the city and, as such, shall be the head of the purchasing department.
(B) Authority. The Purchasing Agent shall have authority, and he is hereby authorized from time to time to purchase, and to contract for the purchase of, such supplies and equipment as may be necessary to meet the ordinary current needs of the city. Such authority, however, shall be subject to the limitations set out and contained in the provisions of state statutes.
