§ 71.03 OPERATION.
   (A)   All off-road vehicles and snowmobiles can be operated on the public right-of-way adjacent to the traveled portion of the public street only if there is sufficient width to operate at a reasonable distance off and away from the traveled portion and in a manner so as not to endanger life or property.
   (B)   The operator of an off-road vehicle or snowmobile may cross the public right-of-way at right angles for the purpose of getting from one area to another when the operation can be done in safety. The operator shall bring his or her off-road vehicle or snowmobile to a complete stop before proceeding across the public right-of-way and shall yield the right-of-way to all traffic. The operator shall not travel the public highway.
   (C)   The operator of an off-road vehicle or snowmobile shall maintain and obey all traffic signs and regulations while operating within the town. The purpose of operation is for the off-road vehicle or snowmobiles to operate only from one location to another, not for the use of operation around town, side streets or alleys (pleasure operation).
   (D)   The operator of an off-road vehicle or snowmobile shall not operate it on private property, including railroads and schools, without permission from the property owner.
   (E)   From and after the effective date of this chapter, all streets within the Town of Monon, Indiana may be utilized for travel by off-road vehicles, subject to the rules and regulations now existing or hereafter enacted by the Department of Natural Resources of the State of Indiana and applicable laws.
   (F)   No person shall operate an off-road vehicle on town streets pursuant to I.C. 14-16-1-23 as amended:
      (1)   At a rate of speed greater than is reasonable and proper, having due regard for conditions then existing;
      (2)   While under the influence of intoxicating liquor or under the influence of a narcotic or other habit-forming or dangerous depressant or stimulant drug;
      (3)   Without displaying a lighted headlight and a lighted taillight;
      (4)   While transporting thereon a bow unless unstrung or a firearm unless unloaded. This division does not apply to a person who is carrying a handgun if the person:
         (a)   Has been issued an unlimited handgun license to carry a handgun under I.C. 35-47-2; or
         (b)   Is not required to possess a license to carry a handgun under state law;
      (5)   On or across a cemetery or burial ground;
      (6)   On a railroad track or railroad right-of-way, except personnel in performance of their duties;
      (7)   In or upon any flowing river, stream, or creek, except for the purpose of crossing by the shortest possible route, unless of sufficient water depth to permit movement by flotation of the vehicle at all times;
      (8)   An individual shall not operate a vehicle while a bow is present in or on the vehicle if the nock of an arrow is in position on the string of the bow;
      (9)   If under the age of 16 years; or
      (10)   During the hours from sunrise to sunset, except that employees of the Town of Monon may operate the town's off-road vehicles at such other times as deemed necessary and appropriate by town employees.
