2-7-4: DUTIES:
The city tree board shall have the following duties:
   (A)   To review all existing ordinances and regulations of the city governing the planting, maintenance and removal of trees, shrubs and other plants within the city and to make recommendations to the mayor and city council concerning revisions to the existing regulations and the adoption and implementation of new and additional regulations.
   (B)   To review all landscaping plans submitted to the city for new developments in and about the city, when such landscaping plans are required to be submitted as a part of the zoning, subdivision, or building permit process, and to make recommendations to the plan commission and the city council regarding appropriate landscaping to be installed and maintained.
   (C)   To establish and maintain a list of recommended species of trees to be planted in and about the city and to make recommendations to the plan commission and the city council regarding the appropriate location for the planting of trees, shrubs, and other vegetative materials and to recommend guidelines for the establishment and maintenance of "green areas" within the city.
   (D)   To examine, on a periodic basis, all trees and shrubs located on public properties within the city for the purpose of discovering any destructive or communicable disease or other pestilence which endangers the growth or health of trees or threatens to spread disease or insect infestation and to make recommendations to the appropriate municipal officials for the treatment, maintenance or removal of any diseased or infected trees, and to perform similar examinations and evaluations of trees and shrubs located on private property, with the consent of the property owner, and to make recommendations to the property owner and to the appropriate municipal officials concerning the treatment and/or removal of any diseased or infected trees or shrubs.
   (E)   To promulgate and to recommend adoption and subsequent enforcement of rules, regulations and specifications concerning the trimming, spraying, removal, planting, pruning and protection of trees, shrubs, vines, hedges, and other plants upon the rights of way of any street, alley, sidewalk or other public place within the city.
