When the city council shall, upon motion and majority vote, approve the final plat, the mayor and city clerk shall be authorized to sign the original Mylar. The certificates on the final plat shall be in the following form, with the signatures of the chairman of the Kankakee County board and the township highway commissioner, the county engineer, and the chairman of the county planning and zoning committee to be necessary only where the plat covers land in the unincorporated areas.
