(A) Speed: Any railroad corporation shall not by itself or agents, run any train, locomotive engine or car at a speed of more than fifteen (15) miles per hour or less than ten (10) miles per hour through the corporate limits of the city.
(B) Brakemen: Any railroad corporation operating or running any train, locomotive engine or car through the city shall provide a brakeman with a flashing red light or flares at any railroad- highway grade crossing in the city through which said train, locomotive engine or car is passing if such train, locomotive engine or car shall remain in the railroad tracks without moving for any period in excess of ten (10) minutes, except where such train, railroad car or engine cannot be moved by reason of circumstances over which the railroad corporation has no control.
(C) Penalty: If any railroad corporation shall violate any of the provisions of this section, said corporation shall be fined not less than one hundred dollars ($100.00) nor more than two hundred dollars ($200.00) for each offense. (Ord. 215, 3-6-1978)
