7-11-3: DEPARTMENT HEAD OF STREETS/ALLEYS AND MAINTENANCE:
   (A)   Office Created: There is created the office of superintendent of streets/alleys and maintenance, who shall be appointed each year by the mayor, with the approval of the city council.
   (B)   Director Of Public Works As Streets/Alleys And Maintenance Department Head: At the discretion of the mayor, and with the approval of the city council, the director of public works may be appointed each year to perform the duties of the department head of streets/alleys and maintenance.
   (C)   Powers And Duties:
      1.   The superintendent of streets/alleys and maintenance shall be responsible for the administration of all streets/alleys and maintenance issues in the city of Momence, Illinois.
      2.   The city of Momence streets/alleys and maintenance superintendent, will act under the direct supervision of the director of public works and will be directly responsible to said director of public works.
         (a)   Be responsible for the maintenance of all public works facilities;
         (b)   Be responsible for that portion of the annual budget dealing with the department of streets/alleys and maintenance and will be responsible for its implementation;
         (c)   Be in charge of all purchasing by the department of streets/alleys and maintenance and will be responsible for the coordination and implementation of the various procedures and policies for purchasing;
         (d)   Represent the city in all matters relating to streets/alleys and maintenance and in any other way deemed necessary by the mayor, city council, or director of public works.
   (D)   Appointment: The appointment of an individual as superintendent of streets/alleys and maintenance shall create no property interest or other manner of contractual right in said position. Said position shall be deemed to create an employment at will relationship between the city and newly appointed superintendent of streets/alleys and maintenance.
   (E)   Compensation: The compensation or other benefits paid to the superintendent of streets/alleys and maintenance shall be such as may be duly established by the mayor, with the approval of the city council. (Ord. 767, 7-15-2013)
