Applications for driveway permits shall be made to the city council, who will issue the necessary permits upon the approval of the survey plat by the city council. The permittee shall build the driveway in the location and to elevations and grades authorized by the city council, and the applicant shall pay a permit fee of fifty dollars ($50.00).
