All persons desiring to connect or tap onto the sewer system of the city shall pay to the city clerk the appropriate sum from the table at the end of this section prior to any such connection and shall obtain the approval of the city building inspector as to the location and method of tapping onto said sewer system prior to any connection thereto. All materials and installation by a licensed plumber are the responsibility of said person desiring to connect or tap onto the city sewer system.
