All persons desiring to connect or tap onto the water line of the city shall pay to the city clerk the appropriate sum from the table at the end of this section prior to any such connection and shall obtain the approval of the city building inspector as to the location and method of tapping onto said water line prior to any connection thereto. No tapping shall be approved until the city has further established that the water so being supplied shall be metered in an appropriate fashion to allow the city to establish on a monthly basis the amount of water consumed at said premises. All materials and installation by a licensed plumber are the responsibility of said person desiring to connect or tap onto the city water line.
