It is hereby made the duty of the city collector to render bills for water and sewerage service, or either of them, and all other charges in connection therewith, and to collect all monies due thereon, and it is hereby made the duty of all officials of the city to enforce payment of all unpaid bills and penalties in the manner and form, time and procedure under the laws of the state of Illinois thereunto enabling.
