If all charges and penalties for water and sewerage service, or either of them are not paid within fifty (50) days after the rendition of the bill for such service, then such service can be discontinued without further notice and cannot be reinstated until all bills and penalties due thereon are paid in full, and current. A payment of one hundred dollars ($100.00) is due for service reinstatement. Should same owner have all charges and penalties for water and sewerage service, or either of them not paid within the fifty (50) days recur, then the service reinstatement fee shall increase an additional one hundred dollars ($100.00) per occurrence.
