Apartment houses containing four (4) or more separate units or apartments may install one water meter of sufficient size and capacity to service all of the rental units in a single building. In the event that one meter is so installed, the owner of said building shall receive two thousand (2,000) gallons of water per month for each unit of said apartment building for the minimum water rate charged under the existing water rate schedule 1 times the total number of units. After said total minimum gallonage has been consumed, the rates charged for gallonage in excess thereof shall be in accordance with the existing charges by the city allocated to the next succeeding gallonage bracket above the permitted minimum times the total number of units in said building.
