There is hereby established an executive department of the city to be known and designated as the combined waterworks and sewerage department of the city, and there shall be placed in charge of the general management and control thereof a superintendent, who shall be appointed by the mayor with the approval of the city council expressed by ordinance, it being hereby determined and declared that the establishment of said department and the appointment of a superintendent thereof is necessary and expedient for the best interests of the city, said superintendent shall qualify for office in the same manner as any elective official of the city and shall post such bond in such amount as may be determined by the mayor. All necessary employees of said department shall likewise be appointed by the mayor with the approval of the city council expressed by ordinance. (Ord., 5-18-1961)
