It shall be unlawful for any person to use water from any hydrant, stopcock or other fixture without first having obtained a permit from the city collector, or for any person, having discontinued or been shut off from the use of the water from the city waterworks system, to again commence the use of such water without first having obtained a permit for so doing from the city collector, or for any person to turn on the supply of city water without the permission of the city collector or the committee on waterworks, or to use water from the city waterworks system without the knowledge or consent of the proper authorities.
