7-1-4: CONSTRUCTION; PERMISSION REQUIRED:
It shall be unlawful for any person to build, construct, lay or put any sidewalk, curb, gutter, pavement or other structure in or upon any street, alley, public way or municipal property of the city without first having obtained written consent from the city council. (Ord. 227, 7-3-1978)
