7-1-2: OBSTRUCTING STREETS:
   (A)   It shall be unlawful for any person to be guilty of obstructing travel or traffic upon any street, sidewalk, avenue, alley or public place in the city by stopping of teams thereon or by hawking or crying of goods at auctions, by placing or suffering goods, boxes or other material or thing in an unreasonable or dangerous amount thereupon, or in any manner to interfere with the proper and accustomed use of any such street, sidewalk, avenue or alley. It shall be the duty of any conservator of the peace within the city to remove or cause to be removed any such obstruction which shall come to his knowledge or notice.
   (B)   It shall be unlawful for any conductor, engineer, brakeman or other person having care or control of any engine, car or train of cars to cause or suffer the same to remain upon or in any manner obstruct any street, sidewalk, avenue or alley within the limits of the city for a longer time than ten (10) minutes.
   (C)   It shall be unlawful for any person to place or throw any stones, sticks, logs, stumps, manure or other rubbish or materials in, over or upon any street, alley or highway in the city so as to endanger life or limb or to cause the destruction of property, or to throw or deposit any manure, ashes, dirt or rubbish of any kind in the gutters of the city.
