(A) The numbers of streets or avenues running north or south shall begin from the Kankakee River and all streets or avenues lying north of the Kankakee River shall have the word "north" prefixed to their respective names and all streets lying south of the Kankakee River shall have the word "south" prefixed to their names.
(B) The numbers of all streets and avenues running east and west shall start from Range Street (now known as Dixie Highway) and all such streets and avenues lying east of said Range Street (now known as Dixie Highway) shall have the word "east" prefixed to their respective names and the streets lying west of said Range Street (now known as Dixie Highway) shall have the word "west" prefixed to their names.
