In the event that any underground tank becomes abandoned and its use ceases within the meaning of title 41 of the Illinois administrative code incorporated by reference herein, then, immediately upon such abandonment, the owner or occupant thereof shall remove said tank. In the event that the owner or occupant fails to remove said tank after five (5) days' notice from the city, the city shall be entitled to remove said tank and to charge the owner for the cost of such removal and disposal.
