Any vehicle used by such licensee in said business shall be watertight and equipped with covers for such portions thereof as are used for the transportation of said waste matter. No licensee shall use or permit the use of such motor vehicle for the purpose of removing waste matter, as herein set forth within the city, between the hours of seven o'clock (7:00) P.M. and six o'clock (6:00) A.M. and shall not park or allow such vehicle to stand in the city during said time or for more than one hour during the hours the use of such vehicle is permitted. Provided, further, that no owner or operator of such vehicle, whether licensed or not, shall allow any such vehicle to remain within the corporate limits of the city between the hours of seven o'clock (7:00) P.M. and six o'clock (6:00) A.M. and shall park or store such vehicle in excess of one-half (1/2) mile from the corporate limits of the city during such times.
The owner or operator of any such vehicle used for the purposes herein set forth shall in no event dispose of any waste or other debris removed from any cesspool, private sewerage disposal plant, septic tank or outhouse within the city limits or within one mile of the city limits, excepting with the permission of the mayor and city council.
