(A) For the collection of garbage, the owners of each and every lot, parcel of real estate, or building that is connected with the city's sewer system or otherwise discharges sanitary sewage, water or other liquids, either directly or indirectly, into the sewer of the city of Momence, shall pay a fixed charge per month for garbage collection as follows:

(B) In addition to the above fees and due to the fluctuation of the cost of fuel, the city of Momence will also be entitled to implement and collect from the owners of each and every lot, parcel of real estate, or building that is connected with the city's sewer system or otherwise discharges sanitary sewage, water, or other liquids, either directly or indirectly, into the sewer of the city of Momence, a fuel adjustment to their billing. The adjustment will be tied to the DOE.gov webpage and it will adjust the rates (both up and down) as the cost of fuel fluctuates. The basis of the adjustment will be three fourths percent (3/4%) adjustment to every ten cent ($0.10) charge in the cost of fuel. This adjustment will be made on January 1 and July 1 of every year.
(C) The garbage collection charge shall not apply to any business owner, apartment building owner, or any individual who has contracted for garbage collection. (Ord. 706, 2-22-2011)
