No person shall throw, discharge or deposit or cause to be thrown, or deposited or discharged by any other person, any garbage, offal or refuse, or ashes, in the waters of any river, stream or creek of any tributary of the Kankakee River or on or along the banks of any of them. (Ord. 256, 6-2-1980)
