The owner, occupant or lessee of any premises in the City shall remove from such premises or otherwise dispose of all ashes, metal cans, metalware, broken glass, garbage, crockery, stoneware, manure and all refuse and rubbish, and shall keep such premises free and clear of any accumulation of such rubbish. In the event that compliance is not met within seventy two (72) hours of an issued citation, each day thereafter shall constitute a separate offense. A violation of this section shall be punished by a minimum fine of $250.00 and a maximum fine of $750.00. Each day that a violation of this section shall occur shall be treated as a separate offense.
