Any animal which disturbs the peace by loud noises at any time of day or night or any person residing in a neighborhood whose quietness has been disturbed by any animal owned or possessed within the neighborhood is hereby declared to be a nuisance, the person being disturbed may make a sworn complaint with the Momence police department and the animal may be impounded by the Momence police department or designated agent, and may be redeemed at the Kankakee County animal control shelter.
