Any person violating or aiding the violation of this chapter, or resisting, obstructing or impeding any authorized officer in enforcing the act, or refusing to produce for inoculation any dog in his possession not confined at all times to an enclosed area, or who removes a tag from a dog for purposes of destroying or concealing its identity, shall be guilty of a petty offense and shall be fined in accordance with the city of Momence approved fine list found in section 1-4-1 of this code.
