If work has been done and expense incurred by the city in connection with dangerous buildings a bill of cost shall be rendered by the city to the owner, lessee, occupant or agent of the property. The city may refuse to issue a permit for the reconstruction, alteration or repair of any building or portion thereof on the property involved until the expenditure incurred by the city on account of the work and material supplied has been repaid.
