4-3-6: ACTION TO PREVENT ACCIDENT:
In case the building commissioner or health officer finds any building or part of a building in such condition as to endanger life where said condition may be averted by the immediate application of precautionary measures, said officers or either of them shall have and exercise the power (without the preliminary direction of the city council), to take such precautionary measures as in his opinion may be necessary to render any building or part thereof safe; provided, the owner, lessee, occupant or agent of said building refuses or neglects to take such precautionary measure after being notified so to do by said officers or any of them. The decision and order of the said officers or any of them, as the case may be, shall be absolute and final. (Ord. 205, 1-16-1978)
