Whenever it shall come to the knowledge of the building commissioner, fire chief, health officer or complaint shall be made to them or any of them in writing by any two (2) reputable citizens that any building, walls or structure within the city is in such dangerous condition as described in the preceding section, said building commissioner, fire chief or health officer, as the case may be, shall forthwith report the same to the city council.
