It shall be the duty of the owner or occupants of every house, building or structure in the City to have placed thereon, in a place visible from the street, figures at least two and one-half inches (21/2") high, showing the number of such building or structure; and no owner or occupant shall use any number other than the number officially assigned under the provisions of this chapter.
