4-1-2: BUILDING PERMIT AND INSPECTION FEES:
   (A)   Issuance: No permit shall be issued or inspection shall be made until the fee prescribed in this section shall have been paid.
   (B)   Fees: The fees for the issuance of permits and inspections shall be as follows: (Ord. 652, 10-20-2008)
      1.   Building Permit Fees:
Residential - single-family:
 
 
New residential construction and additions
 
$0.17 per square foot for all areas, but not less than a $100.00 minimum
 
Residential alterations or remodeling
 
$9.00 per thousand dollar value of the project, but not less than a $75.00 minimum
 
Accessory structures, including, but not limited to, decks, patios, sheds, detached garages, gazebos, etc.
 
$0.16 per square foot for all areas, but not less than a $50.00 minimum, which includes plan review and 1 inspection trip

         (a)   The applicant for a permit for the removal of a building or structure from one lot to another or to a new location on the same lot shall also obtain a surety bond in the amount of one thousand dollars ($1,000.00) prior to the issuance of said permit.
         (b)   Applicants seeking a permit for the demolition of a building or structure shall also obtain a surety bond in the amount of five thousand dollars ($5,000.00) and evidence of liability insurance wherein the City is a named insured in an amount not less than five hundred thousand dollars ($500,000.00) for personal injury or property damage, prior to the issuance of said permit. The approved permit is good for sixty (60) days from date of issue. (Ord. 651, 10-20-2008; amd. Ord. 652, 10-20-2008; Ord. 666, 11-2-2009)
      2.   Inspection Fees:
         (a)   The electrical inspector and plumbing inspector shall receive fees as follows:
(1) Prepaid thirty five dollar ($35.00) inspection fee per trade for R-1.
(2) Prepaid thirty five dollar ($35.00) inspection fee per trade per unit per inspection for R-2, R-3, E-1.
(3) For B-1, B-2, M-1, M-2, PUD, A-1, OS-1, and all commercial, thirty five dollars ($35.00) minimum per inspection or forty percent (40%) of trade issue fee, whichever is greater.
         (b)   Retest for each trade requires a prepaid fee of fifty dollars ($50.00). (Ord. 673, 3-1-2010)
   (C)   Keys: Keys for all new construction shall be left at City Hall prior to any inspection. No remodeling or new construction will be inspected if the keys are not left at City Hall prior to the time the inspection is requested.
   (D)   Notice: No inspection shall take place unless the inspector is given forty eight (48) hours' prior notice. (Ord. 652, 10-20-2008)
   (E)   Enforcement: Failure to obtain a building permit will be enforced through the issuance of citation(s) by the Momence police or the Momence building inspector. The minimum fine will be doubled the required permit fee in force from time to time. In the event that compliance is not met within seventy two (72) hours of an issued citation, each day thereafter for which a required building permit is not issued shall constitute a separate offense.
