All places of amusement where any billiard room, pool, bagatelle or billiard table is kept and games thereon are played shall be kept open to public view and the proprietor or operator thereof shall not permit or maintain any partition, wall, screen, curtain or other devices between such places of public amusement and where said game or games are played and the public street or alley nearest the same, that will obstruct, prevent or interfere with a full view from such street or alley of the interior of such place of amusement where said game or games are played.
