3-2-29: COMPLAINT OF VIOLATION:
Any person shall have the right to file a complaint with the commissioner stating that any licensee has been or is violating the provisions of this chapter, the liquor control act of the state of Illinois or the rules or regulations issued pursuant to it. Such complaint shall be in writing in the form prescribed by the commissioner and shall be signed and sworn to by the complaining party. The complaint shall state the particular provision, rule or regulation believed to have been violated and set forth the facts upon which the belief is based. If the commissioner is satisfied that the complaint substantially charges a violation and is supported by reasonable grounds the matter shall be set for hearing. Notice shall be served upon the licensee of the time and place of such hearing and of the particular charges in the complaint. For purposes of this chapter, any police officer is empowered to serve subpoenas. (Ord. 800, 10-5-2015)
