3-2-10: TEMPORARY LICENSES:
   (A)   Not-For-Profit Organizations: The Commissioner shall have the authority to issue for a fee of ten dollars ($10.00) a temporary permit for the sale of beer only; or for a fee of twenty five dollars ($25.00) if the sale of wine and hard liquor is included, to be consumed on premises to include, but are not limited to, at a banquet, picnic, bazaar, fair or similar private or public assembly where food or drink is sold, served or dispensed and approved by the Commissioner. Such temporary permit may be issued to a club, society, fraternal or benevolent organization not for pecuniary profit and shall be valid for a period of not more than three (3) days. No more than one temporary permit shall be granted to any one organization in any one period of thirty (30) days. The applicant must provide proof that the event will be covered by insurance in at least the same amount and type as is required and in effect at the location of the permanent licensed premises. The temporary permit shall specify the days and hours to which the permit shall apply. The Commissioner shall immediately notify the Chief of Police of the issuance of a temporary license, providing all necessary information as to time, place and manner of such temporary service.
   (B)   Business Entities With Existing Liquor License: So long as the business entity first obtains a State of Illinois Special Use Permit or other required licensing from the State of Illinois, the Commissioner shall also have the authority to issue for a fee of twenty five dollars ($25.00) a temporary license for the sale of beer, wine, and hard liquor to the holder of an existing license to be consumed on premises to include, but are not limited to, a fair, street festival, community event, or similar public assembly approved by the Commissioner. Such temporary license can be issued for no more than three (3) days per temporary license and no more than one temporary permit shall be granted to any one business entity holding an existing liquor license in any calendar month. The applicant must provide proof that the event will be covered by insurance in at least the same amount and type as is required and in effect at the location of the permanent licensed premises. The Commissioner shall immediately notify the Chief of Police of the issuance of a temporary license. If license violations applicable at the license's regular place of permanent license should occur at the place of the temporary permit, the penalty for violation can be applied to the permanent license. The temporary permit shall specify the days and hours to which the permit shall apply. All other regulatory provisions of this Chapter shall apply to such temporary permits.
