The fee for residential refuse collection shall be ten and 79/100 dollars ($10.79) per single-family residence per month. Residential buildings of five (5) dwelling units or less shall be charged ten and 79/100 dollars ($10.79) per unit per month. Said fee will be added to the property's monthly City utility bill and will be combined with the recycling fee for curbside recyclable materials of three and 69/100 dollars ($3.69). Said combined fee will be known as "solid waste collection and recycling fee" of fourteen and 48/100 dollars ($14.48) per month, and its payment shall be applied immediately after stormwater fees and prior to water or sewer charges.
