SEC. 8-2201.   AMENDMENTS TO RESIDENTIAL CODE.
   The Moline Residential Code adopted in this article by reference is hereby specifically amended as follows:
   (a)   Section R101.1 Title.  
      Insert “the City of Moline” for [name of jurisdiction].
   (b)   Section R102.5 Appendices.  
      Delete entire section and replace with:
      “Section R102.5 Appendices.
      The following appendices are hereby adopted: AB, AC, AD, AE, AF, AH, AI, AJ and AM. Appendices not named herein do not apply."
   (c)     Section R103 Department of Building Safety.  
      Change “Department of Building Safety” to “building division”
   (d)   Section R103.1 Creation of enforcement agency.  
      Delete entire section and replace with:
      “R103.1 Enforcement agency. The building division is responsible for enforcing the provisions of this code. The official in charge of the building division shall be known as the building official.”
   (e)   Section R104.8 Liability.
      Add to the beginning of the paragraph:
      “Subject to Section 2-1109 of the Moline Code of Ordinances, . . . .”
   (f)   Section 105.2 Work exempt from permit.
      Amend Exemption 1 under “Building” by changing “200 square feet (18.58 m2)” to “120 square feet.”
   (g)   Section 105.3.2 Time Limitation of application.
      Change: 180 days
      To: 30 days.
   (h)   Section R108.2 Schedule of permit fees.
      Replace entire section with:
      "Section R108.2 Schedule of permit fees. The fee for each building permit shall be as set forth in the Moline Code of Ordinances, Sec. 8-2101(j), Table 109.2(1). All fees will be rounded to the nearest increment. Where a technical code has been adopted by the City of Moline for which no fee schedule is shown in this Code, the fee required shall be in accordance with the schedule established by the City Council."
   (i)   Section R112 Board of Appeals.  
      Delete entire section and replace with:
      "Section R112 Board of Appeals.
      Refer to the Moline Code of Ordinances, Chapter 8, Article I, Division 3, Appeals Boards, Section 8-1300, Building Board of Appeals."
   (j)     Table R301.2(1) Climatic and Geographic Design Criteria.  
      Delete entire table and replace with:

   (k)   Section R302.13 Fire Protection of floors.
      Delete entire section.
   (l)   Section R305.1.1 Basements.    
      Add:
      "Exceptions:
      Conversions of attics and basements of a group R-3 occupancy utilized as a single family dwelling unit shall have a ceiling height of not less than 6 feet 8 inches (2032 mm). Ductwork projections may be lower than this if located against partition walls. Doorway heights must be at least 6 feet 4 inches (1931 mm)."
   (m)   Section R309.5 Fire sprinklers.
      Delete entire "Section R309.5 Fire sprinklers" and all references thereto and replace with one new Section R309.5:
      "R309.5 Opening Protection. Openings from a private garage directly into a room used for sleeping purposes shall not be permitted. Other openings between the garage and residence shall be equipped with self closing, tight fitting solid wood doors not less than 1-3/8 inches (35mm) in thickness, solid or honeycomb steel doors not less than 1-3/8 inches (35 mm) in thickness, or 20 minute fire rated doors."
   (n)   Section R311.7 Stairways.
      Delete: All Exceptions.
   (o)   Section R311.7.8.4 Continuity.
      Add:
      Exception 3. Handrails within a dwelling unit or serving an individual dwelling unit may have one (1) offset or interruption per flight of stairs, not both, of six (6) inches maximum in total length and shall be considered for the purpose of this code to be continuous.
   (p)   Section R313 Automatic Fire Sprinkler Systems.
      Delete entire section.
   (q)   Section R314.3 Location. 
      Add one new subsection:
      "R314.2.2 Alterations, repairs and additions. When interior alterations, repairs or additions requiring a permit occur, or when one or more sleeping rooms are added or created in existing dwellings, the individual dwelling unit shall be provided with smoke alarms located as required for new dwellings; the smoke alarms shall be interconnected and hard wired.
      Exceptions:
      3.   Smoke alarms in existing areas shall not be required to be interconnected and hard wired where the alterations or repairs do not result in the removal of interior wall or ceiling finishes exposing the structure.
   (r)    Sections R403 Footings and R404 Foundation and RetainingWalls.  
      Delete Tables R403.1(1)–R403.1(3), R403.4, R404.1.1(1), R404.1.1(2), R404.1.1(3), R404.1.1(4), R404.1.2(2), R404.1.2(3), R404.1.2(4), R404.1.2(5), R404.1.1.2(6), R404.1.2(7), R404.1.2(8) and R404.1.2(9) and all references thereto and replace with the following Table R403.1 and notes:

      Notes:
      (1)   Foundations may support a roof in addition to the stipulated number of floors. Foundations' supporting roofs only shall be as required for supporting one floor. Footings shall contain a minimum of two number 4 reinforcement bars, and have a minimum compressive strength of 2,500 pounds per square inch at 28 days.
      (2)    A one-story detached wood frame building used for a private garage and accessory to a single family residential use and not exceeding 720 square feet in floor area, with no side dimension longer than 30 feet, and no wall height taller than 10 feet, and no more than 3 courses of masonry block, located on undisturbed soil, may be constructed with a floating slab. This slab shall be a minimum of 4 inches thick, air-entrained concrete having a minimum compressive strength at 28 days of not less than 3,000 pounds per square inch, reinforced with a 21-pound wire mesh, and having a 12-inch thick by 12-inch wide perimeter reinforced with no less than two number 4 reinforcement bars shall be installed within the perimeter beam. This slab shall be continuously poured with no cold joints.
      (3)   Buildings and portions of buildings containing mechanical installations and connected to underground utilities shall be supported on a continuous, frost-free foundation capable of resisting the movement of the slab-on-grade.
      (4)   Cast-in-place concrete foundation walls shall be air-entrained concrete having a minimum compressive strength at 28 days of not less than 3,000 pounds per square inch.
      (5)   Foundation walls shall be a minimum of 7½ inches thick with no less than three number 4 reinforcement bars placed horizontally at the center of the wall, with one bar located near the top, one bar located near the mid-height, and one bar located near the bottom.”
   (s)   New Section R403.1.1.1 Footing requirements for uncovered decks. All decks shall have a minimum footing size of 12 inches in diameter with 42 inches in depth.
   (t)   New Section R403.1.1.2 Footing requirements for covered decks and room additions. All elevated and covered decks, screened rooms, three and four-season rooms, and room additions shall comply with one of the following footing types:
      •   1.   Pier footings were designed by a licensed design professional and submitted with stamped and signed plans or 24-inch diameter or 42-inches deep pier footing as approved by Building Official.
      •   2.   12-inch wide by 42-inch deep trench footing with 2 number 4 rebar horizontally, one top and one bottom with minimum 3 inches of concrete coverage.
      •   3.   Spread footing sized with reinformcement per Table R403.1 with a minimum 8-inch masonry or concrete foundation wall.
   (u)   Section R303.1.4.1 Frost protection.
      Exception 1. Detached garages - remove 600 square feet and change to 720 square feet.
   (v)   Section R402.1.6 Foundation anchorage.
      Add: Wood sill plates and wood walls supported directly on continuous foundations shall be anchored to the foundation in accordance with this section. Wood sole plates shall not be encased or embedded in concrete.
   (w)   Section R404.1.3 Concrete foundation walls.
      Change: Concreted foundation walls that support light-frame walls shall be designed and constructed in accordance with the provisions of this section. ACI318, ACI 332, or PCA 100, or a method that meets standard practice for the jurisdiction pre- approved by the current Building Official.
   (x)   Section R407.1 Wood column protection.
      Change: Wood columns shall be protected against decay as set forth in Section R317, and shall not be encased or embedded in concrete.
   (y)   Table R503.2.1.1(1).
      Delete the first three rows in the table and remove all references for the use of 3/8" sheathing for floor or roof construction.
   (z)   Section R507.1.
      Add:
      or a method that meets standard practice for the jurisdiction pre-approved by the current Building Official.
   (aa)   Section R507.3.1 Minimum Size.
      Add at the end of the sentence: But not less than 12 inches in diameter.
   (bb)   Section F507.3.2 Minimum Depth.
      Change:
      Deck footing shall be placed not less than 42 inchsed and 12 inches in diameter (1067 305mm) below the undisturbed ground surface.
      Delete Table 507.4 and replace with:

      1.   Measured from the underside of the beam to the top of the footing or pier.

      3.   All other alternatives are to be designed by an Illinois-licensed design professional.    
   (cc)   Chapter 11 Energy Efficiency.  
      At the beginning of the chapter, after "ENERGY EFFICIENCY" and before "SECTION N1101", add:
      "For Information only. Compliance with provisions of this chapter is not required by the City of Moline. Compliance with the current edition of the International Energy Conservation Code (IECC) adopted by the State of Illinois is required."
   (dd)   Part VII Plumbing.  
      Delete all contents of Part VII "Plumbing" (Chapters 25-33) and replace with:
      "Refer to the Moline Plumbing Code, as amended."
   (ee)   Section P2904 Dwelling Unit Fire Sprinkler Systems.
      Delete entire section.
   (ff)   Part VIII Electrical, Chapters 34-43.
      Delete all contents of Part VIII “Electrical” (Chapters 34-43) and replace with “Refer to the Moline Electrical Code, as amended.”
