10-1-5: DEFINITIONS:
   For the purposes of these regulations, certain words and phrases used herein are defined as follows:
    ALLEY: A minor public right of way used primarily for vehicular service access to the rear or side of properties.
   APPROVED STREET: Any street, whether public or private, meeting standards and specifications of the village.
   BUFFER PLANTING STRIP: A narrow area planted with trees and shrubs for screening purposes.
   BUILDING SETBACK: The line indicating the minimum horizontal distance between the property line and building extremities, either at the front or side of the lot.
   CONCEPT PLAN: A rough plan showing the land uses, road systems, densities, and other general characteristics of a proposed development.
   CONTIGUOUS TERRITORY: Unincorporated territory not more than one and one-half (11/2) miles removed from the village limits and not included in any other municipality.
   CROSSWALKWAY: A public right of way, ten feet (10') or more in width between property lines, which provides pedestrian access to adjacent properties.
   CUL-DE-SAC: A short street having one end open to traffic and being terminated at the other end by a vehicular turnaround.
   DESIGN ENGINEER: The individual or firm retained by the owner/developer who is responsible for the design and preparation of construction documents for a project.
   DEVELOPER: Any person, contract purchaser, or agent or contractor thereof, dividing or proposing to divide land so as to constitute a "subdivision" as defined herein. Including any individual, group, corporation or any combination thereof acting as a unit.
   DEVELOPMENT DIRECTOR: The individual who is responsible for the overall management and general administration of the community development department, and his or her representatives and subordinates.
   EASEMENT: A grant by the owner of the use of a strip of land by others for specific purposes.
   FINAL PLAT: The final map or drawing on which the subdivision plan is submitted to the village for approval and which, if approved, will be submitted to the county clerk for recording.
   FRONTAGE: All the property on one side of a street between two (2) intersecting streets (crossing or terminating) measured along the center line of the street, or if the street is deadended, then all the property abutting on one side between an intersecting street and the deadend street.
   LOT: A portion of a subdivision intended as a unit for transfer of ownership or for development.
   OFFICIAL PLAN: The comprehensive plan or any portion thereof made and adopted by the board of trustees in accordance with the laws of the state and the ordinances of the village indicating the general or specific locations recommended for streets, parks, public buildings, zoning districts, and all other public improvements.
   PARKWAY: That area of a street right of way between the back of curb or pavement edge and the right of way line.
   PLANNING COMMISSION: The planning commission of the village.
   PRELIMINARY LAYOUT OR PRELIMINARY PLAT: The preliminary map or drawing on which the proposed layout of subdivision is submitted to the village for consideration and tentative approval.
   PUBLIC IMPROVEMENTS INSPECTOR: An individual, company or firm approved by the village to observe construction for compliance with approved drawings and specifications.
   RECORD DRAWINGS: Design drawings checked in the field and which are revised to show as-constructed type, size and locations.
   RIGHT OF WAY: A general term denoting land, property or interest therein, usually in a strip acquired for or devoted to transportation purposes.
   ROADWAY: The portion of a street available for vehicular traffic; where curbs are laid, the portion between the curbs.
   SIDEWALK: The portion of a street or crosswalkway, paved or otherwise surfaced, intended for pedestrian use.
   STANDARD SPECIFICATIONS: The most current edition of the "Standard Specifications For Road And Bridge Construction" state of Illinois, department of transportation, which may be used in conjunction with the village of Mokena's standard specifications for subdivision improvements.
   STREET: A public right of way having the primary purpose of providing for vehicular and pedestrian access to adjacent properties.
   STREET, COMMERCIAL AND INDUSTRIAL: Those which act as feeders to commercial and industrial districts from and between minor arterials and major collectors, serving as major traffic ways for heavy traffic and truck traffic regardless of volume.
   STREET, LOCAL: Those having limited continuity and carrying up to two thousand (2,000) vehicles per day which are used primarily for access to abutting properties, or to meet the local traffic flow needs of a neighborhood or community.
   STREET, MAJOR COLLECTOR: Those which carry volumes between five thousand (5,000) and fifteen thousand (15,000) vehicles per day and act as main feeders or connector streets between minor collectors, serving as major traffic ways for heavy traffic flow between the various residential districts and surrounding areas within the village.
   STREET, MARGINAL: A street running parallel to and adjacent to or in the immediate vicinity of a major street or highway and which has as its purpose the relief of such major street or highway from the local service of abutting properties.
   STREET, MINOR ARTERIAL: A street for interurban continuity, or regional importance that provides reasonably continuous routes through the whole or major portion of the village, or any street which carries volumes greater than fifteen thousand (15,000) vehicles.
   STREET, MINOR COLLECTOR: Those carrying two thousand (2,000) to five thousand (5,000) vehicles per day from local streets within residential development areas, to major collector or minor arterial.
   SUBDIVISION: The division of any tract or parcel of land into two (2) or more lots or other divisions of land for the purpose, whether immediate or future, of transfer of ownership or for building development, or if a new street is involved, any division of such parcel. This term includes resubdivision and, where appropriate to the context, shall relate to the process of subdividing or to the land subdivided. Application for permit to construct two (2) or more dwellings on a parcel or tract of land or to construct one or more additional dwellings on a parcel or tract of land where one or more dwellings already exist shall be considered as a building development envisioning future transfer of ownership and shall be regarded as a subdivision. For purposes of administration of these regulations, a parcel or tract of land shall be deemed to have the boundaries and dimensions given in the current maps of record of the county of Will.
   VILLAGE: The village of Mokena and its area of jurisdiction.
   VILLAGE BOARD: The president and board of trustees of the village of Mokena.
   VILLAGE ENGINEER: The individual or firm appointed or contracted by the village who is licensed to practice professional engineering in the state of Illinois and is responsible for reviewing subdivision plans on behalf of the village, or his designated representative. (Ord. 1567, 1-26-1998)
