8-2-10: ELECTRICAL COMMISSION:
   A. Commission Established: An Electrical Commission is hereby established in accordance with section 11-37-2 of the Illinois Municipal Code 1 .
   B. Membership:
   1. The membership of such Electrical Commission shall consist of the following:
   a. Chief electrical inspector;
   b. A registered professional engineer;
   c. An electrical contractor;
   d. A journeyman electrician;
   e. A representative of an inspection bureau maintained by fire underwriters, or local Fire Chief or his designee; and
   f. A representative of an electrical supply company.
   2. In the event there is no person residing in the Village who is qualified under any of the descriptions listed above, the Village President may appoint another qualified person. The Village President may appoint one or more electrical inspectors to serve on the commission in the event that the Village utilizes more than one individual for this discipline.
   C. Appointment; Terms Of Office: The Village President shall make all appointments with the advice and consent of the Board of Trustees. The members of the Electrical Commission shall hold office for a length of term as determined by the Village President.
   D. Functions: The Electrical Commission shall recommend safe and practical standards and specifications for the installation, alteration and use of electrical equipment designed to meet the necessities and conditions that prevail in this Village, shall recommend reasonable fees to be paid therefor and for inspections; provided that such standards and rules and regulations shall not be effective unless the same have been adopted by ordinances.
   E. Electrical Inspector; Qualifications; Powers:
   1. There is hereby created the office of electrical inspector. The electrical inspector shall be hired by the Village President with the advice and consent of the Board of Trustees.
   2. To qualify for the position of electrical inspector, a person must have had at least four (4) years' experience as a journeyman electrician in the practice of this trade. He shall be well versed in approved methods of electrical construction for safety to life and property, the Statutes of the State relating to electrical work and the rules and regulations issued by the Village.
   3. The electrical inspector shall have the right during reasonable hours to enter any building under construction or alteration in the discharge of his official duties, or for the purpose of making an inspection or test of the electrical equipment therein, and he shall have the authority and be charged with the duty to enforce all ordinance provisions relating to electrical wiring and equipment. The electrical inspector shall make all inspections necessary to see to the enforcement of the Village ordinances; and no electrical installation shall be covered until it has been inspected.
   F. Appeals Of Decisions By Electrical Inspector: Any appeal by a contractor of any decision made by an electrical inspector shall be made in writing, directly to the Electrical Commission. This commission shall convene within fifteen (15) days after receipt of the appeal for the purpose of resolving this matter. (Ord. 2013-O-004, 3-25-2013)
