A. Code Adopted: The 2017 National Electrical Code is hereby adopted as the Electrical Code of the Village. Each and all of the regulations, provisions, and terms of the National Electrical Code, 2017 edition, are hereby referred to and made a part hereof, as if fully set out in this chapter, with the additions, insertions, deletions and changes as referred to in subsection B of this section. It shall be unlawful to perform any electrical work without compliance with such regulations, and the Village Clerk shall keep a copy for inspection, use, and examination by the public.
B. Amendments To Code: The following additions, insertions, deletions and changes as provided for in the National Electrical Code, 2017 edition, are hereby adopted:
1. It is the express intent of this section that Articles 320 through 334, Article 338, Article 340, Article 352.10 subsections (a), (c), (f), and Article 356 shall be deleted from the adoption of the National Electrical Code. Underground service entrance (USE) cable may only be used for streetlights within the village.
2. Article 336 - Power and Control Tray Cable: Type TC shall only be allowed in industrial applications.
3. Article 350.10 - Liquid tight Flexible Metal conduit type LFMC, subsection (3), Uses Permitted - Delete this subsection in its entirety.
4. Aluminum Conductors Prohibited - Amend the 2017 NEC to delete any reference to aluminum conductors and add the following language: Aluminum conductor material is prohibited in any type of construction.
5. Article 230, Services: all exposed non-residential metered service entrances, both underground and overhead, shall be in rigid metal conduit or intermediate metallic conduit. Service wiring located underground shall be in rigid metal conduit or PVC.
6. Article 250.53 Grounding Electrode System, subsections (2) and (3) shall be deleted. A properly installed single ground rod shall be allowed with the approval of the Authority Having Jurisdiction.
7. At Article 210.5, Identification of Branch Circuits: Add new subsections as follows:
• (c)(4) All 3-phase 120-240 volt services shall have phases marked (A) BLACK, (B) RED, (C) BLUE.
• (C)(5) All three phase, 277-480 volt services shall have phases marked (A) BROWN, (B) ORANGE, (C) YELLOW, with the neutral being of gray color. Junction boxes shall be marked 277-480 volts with permanent marker or approved sticker type products.
8. At Article 250.52, Grounding Electrodes: add a new subsection (9) as follows:
The service panel must be grounded with an appropriate size conductor, to the street side of the water meter on the incoming copper water main. The water meter shall have a bonding jumper installed with tag. All hot water heaters shall also have a bonding jumper installed with a tag.
9. For a single-family dwelling, the electric service shall not, whenever possible, enter the building on the rear elevation unless approved by the Authority Having Jurisdiction. All trenching for electrical services installed underground shall be along the lot lines.
10. All newly constructed single-family dwellings shall have a minimum of a 200-amp single-phase 120-240 volt three wire service, unless approved by the Authority Having Jurisdiction.
11. All Circuits in the main service shall be properly indexed.
12. Arc Fault Breakers - Delete Article 210.12 (A) "Dwelling Units" and replace with: In new residential construction, all 120 volt single-phase, 15-20 amp breakers supplying power and lighting to bedrooms shall be protected by any of the means described in 210.12(A)(1) through (6).
13. In commercial and industrial installations, all switches for Fire Alarm and Exit and Emergency Lighting Circuits shall be equipped with mechanical lockouts to prevent accidental turnoff of the circuits.
14. On swimming pool installations, only rigid heavy wall metallic conduit shall be installed from the building feed to the main poolside junction box. It shall contain a #8 insulated conductor for bonding purposes.
15. Photovoltaic (solar panel) installations shall be in ridged or IMC piping only.
16. No sinks, slop-sinks, or mop basins shall be installed in any non-residential electrical panel room having two (2) panels or more, unless divided by a wall and specifically approved by the Authority Having Jurisdiction.
17. Electrical contractors must apply for electrical permits in person. In the alternative, the named electrician may submit an original Letter of Intent signed by the Supervising Electrician. Faxed copies are not acceptable. The Building Official may waive this requirement upon determining that an undue hardship for compliance exists.
