8-2-3: INTERNATIONAL PROPERTY MAINTENANCE CODE:
   A. Code Adopted: The International Property Maintenance Code, 2018 edition, second printing, be and is hereby adopted as the Property Maintenance Code of the Village for the control of buildings and structures as herein provided; except for those sections which are amended in subsection B of this section.
   B. Amendments:
   1. Section 101.1 Title - Replace "NAME OF JURISDICTION" with "Village of Mokena".
   2. Section 102.3 Application of other codes - Delete any reference to the International Plumbing Code and the International Zoning Code and replace with the Illinois State Plumbing Code and the Village of Mokena Zoning Ordinance.
   3. Add new Section 106.6 Right to Lien:
   A. The Village, or person performing the service by authority of the Village, in its own name, may record a notice of lien in the manner prescribed in this section, in the office of the Will County Recorder of Deeds to recover costs and expenses incurred by the Village in taking such actions as are necessary to bring properties into compliance with the provisions of this Code.
   B. The Village or the person performing the service by authority of the Village, in its or his/her own name, may file notice of lien in the office of the county recorder of deeds. The notice of lien shall consist of a sworn statement setting out the following information:
   1. A description of the real estate sufficient for identification thereof;
   2. The amount of money representing the cost and expense incurred or payable for the service rendered;
   3. The date when such cost and expense was incurred by the Village.
   4. PM-111 MEANS OF APPEAL: Delete this Section in its entirety and replace with "Appeals are to be governed as set forth in Title Nine Zoning, Chapter 2, Administration, Section 9-2-4B1, Appeals of the Village Code.
   5. Section 302.3 SIDEWALKS AND DRIVEWAYS: Shall be amended to read:
   All sidewalks, driveways, parking lots, loading areas, pedestrian walkways and similar areas, shall be paved with bituminous concrete or equivalent surfacing and shall be free from dirt or other litter and kept in good repair. When lighted for nighttime use, lights shall not be permitted to cast and/or project directly or indirectly upon nearby dwellings.
   6. Section 302.4 Weeds: Insert the maximum height limit of 8 inches.
   7. PM-302.8 Motor vehicles: Delete the first sentence and replace with: Except as provided in other regulations, no inoperable, unregistered and/or uninspected motor vehicle shall be parked on any property in a residential district, and said vehicle shall not at any time be in a state of disassembly or disrepair, nor shall it be in the process of being stripped or dismantled. Motor vehicles in violation of this Section and located in a public right of way may be ticketed and towed.
   8. Section 304.14 Insect screens Add Dates: From May 1st to October 30.
   9. Amend Section 308.3.2 CONTAINERS: Delete in its entirety and replace with the following: "The operator of every establishment producing garbage, vegetable wastes, or other putrescible materials shall provide a leak-proof approved container, provided with close-fitting covers for the storage of such materials until removed from the premises for disposal. All containers located at multi-family, commercial and industrial buildings shall be screened from public view."
   10. Add new Section 307.3.3 COMPOSTING: All compost piles shall be operated in such a manner as to not create unpleasant odors or attract animals.
   11. Section 505.1 General: Delete the reference to the International Plumbing Code and replace with the Illinois State Plumbing Code.
   12. Section 602.2 Residential Occupancies - Delete the reference to the International Plumbing Code and replace with Illinois State Plumbing Code.
   13. Section 602.3 Heat Supply - Insert Dates: From October 1st to April 30th.
   14. Section 602.4 Occupiable work spaces - Insert Dates: From October 1 to April 30th.
