8-2-2: INTERNATIONAL RESIDENTIAL CODE:
   A. Code Adopted: The International Residential Code, 2018 edition, first printing, is hereby adopted as and for the ordinance regulating such dwellings within the Village, except as hereinafter noted.
   B. Amendments To Code:
      1. Section 101.1 Title Delete words and punctuation marks, "(NAME OF JURISDICTION)" and in place thereof insert the words "The Village of Mokena".
      2. Section R105.2 Work exempt from permit: Delete items #1 through 5 and item #10 under Building.
      3. Section R105.2.3 Public Service Agencies: Add the following language "Permits shall be required for any buildings, shelters, paving, grading and site development work"
      4. Section R109.1 TYPES OF INSPECTIONS: Delete this Section in its entirety and replace with the following:
   For on-site construction, from time to time the building official, upon notification from the permit holder or his agent, may make or cause to be made the inspections identified in this Section, or any other inspection the building official may deem necessary, and if such inspection be made, shall either approve that portion of the construction as completed or shall notify the permit holder, or his or her agent, wherein same fails to comply with this Code.
      5. Section R110.3 Certificate Issued: Delete the word "containing" and replace with "that may contain one or more of".
      6. Section R111 Service Utilities: Add new subsection R111.4 "connection to service utilities. The electric service shall enter the building on the side yard elevation unless approved by the Authority having Jurisdiction. All trenching for electrical services installed underground shall be along the lot lines.
      6.1   Section 112.1 Board of Appeals - General. Delete the words “Board of Appeals” and replace with “Architectural and Site Plan Review Committee,” as established in Village Code section 2-7-1.
      7. Add new Section R115 Prefabricated Construction: All construction must be performed on site with the exception of open wall systems and roof trusses. The building official may require third party inspections of all prefabricated construction.
      8. Table R301.2(1) - Insert the following information:
   35lb per square foot - Ground Snow Load
   90mph - Wind Speed
   Delete Seismic Design
   Severe - Weathering
   42 inches - Frost Line Depth
   Moderate to Severe - Termite
   Yes - Ice Barrier Underlayment Required
   Refer to Mokena Flood Plain Ordinance - Flood Hazard
      9. Section R302.3, Two-family Dwellings. Delete 1-hour and replace with 2-hour fire resistance rating.
      10. Section R313 Automatic Fire Sprinkler Systems: Delete this section in its entirety and replace with new Section R313 entitled "Separation Required": The garage shall be separated from the residence and its attic area by not less than 5/8-inch Type X gypsum board applied to the garage side. Garages beneath habitable rooms shall be separated from all habitable rooms above by not less than 5/8-inch Type X gypsum board or equivalent. Where the separation is a floor-ceiling assembly, the structure supporting the separation shall also be protected by not less than 5/8-inch type X gypsum board or equivalent. Garages located less than 3 feet from a dwelling unit on the same lot shall be protected with not less than 5/8-inch type X gypsum board applied to the interior side of exterior walls that are within this area. Openings in these walls shall be regulated by Section R302. This provision does not apply to garage walls that are perpendicular to the adjacent dwelling unit wall or to residential structures protected by a fire suppression system.
      11. Section R319.1, Address Numbers; delete "4 inches in height" and replace with 5 inches in height.
      12. Section R320.1 "Accessibility", Delete the words "Chapter 11 of the International Building Code", and add The Illinois Accessibility Code, State of Illinois Capitol Development Board.
      13. Section R322.1.7 Protection of water supply and sanitary sewage systems, Delete "accordance with the plumbing provisions of this code and chapter 3 of the international private sewage code" and add "accordance with the plumbing provisions of the Illinois State Plumbing Code and the Will County Health Department.
      14. Chapter #4. Foundations, Section R402, Materials R402.1 Wood Foundations, 402.1.1 Fasteners and 402.1.2 Wood Treatment: Delete these sections in their entirety.
      15. Section R403.1.1 Footings, Minimum Size - Add the following language:
   The minimum width (w) and thickness (t) shall be 20" w and 10" t, with the footing or foundation required to have installed an accessible attachable connection to a Concrete-Encased Electrode as specified in 250.52 (3) Grounding Electrodes of the Mokena Electrical code (20 foot minimum #4 bare rebar). The Concrete Contractor shall coordinate location of the attachment with the Electrical Contractor and identify the location of the exposed attachment for the Building Inspector at the pre-pour inspection.
      16. Section 403.1.1 Footings, Minimum Size - delete all references to wood foundations.
      17. Section R403, Figure R403.1 (2), Delete this figure in its entirety.
      18. Section R403, Figure R403.1 (3). Delete this figure in its entirety.
      19. Section R403.2 Footings for wood foundations. Delete in its entirety.
      20. Section R404.1 Concrete and masonry foundation walls. Delete the word Masonry and add that concrete walls shall be a minimum of 8" in width and that masonry unit and wood foundations are prohibited.
      21. Section R404.1.2 Design of Masonry Foundation Walls; Delete in its entirety.
      22. Figure R404.1.5.1 Masonry Wall Thickness. Delete in its entirety.
      23. Section R404.1.8, Rubble Stone Masonry. Delete in its entirety.
      24. Section 404.2 Wood Foundations and all subsections. Delete in its entirety.
      25. Section R405.2 Wood Foundations; Delete in its entirety.
      26. Section R406.3, Damp proofing for wood foundations. Delete in its entirety.
      27. Section 408.4 Access. Delete 18" by 24" and replace with 22" by 30".
      28. Section R408.5 Removal of Debris. Delete this section in its entirety and replace with:
   "Crawl space floor - Floors in crawl spaces must be constructed of a minimum of 4" of crushed stone, and a vapor barrier of a minimum 6 mil. Visqueen and a minimum of 2" of poured concrete sloped to prevent standing water.
   29. Section M1307.2 Anchorage of Appliances; Delete the entire text after the first complete sentence.
   30. Section M1307.5 Electrical Appliances, Delete in its entirety and replace with "Electrical appliances shall be installed in accordance with the manufacturers installation guide and the 2017 National Electric Code with amendments as adopted by the Village of Mokena.
   31. Section M2005.3 Delete the words "chapter 34 through 43" and replace with "the 2017 National Electrical Code with amendments as adopted by the Village of Mokena."
   32. Section G2402.3 Terms Defined in Other Codes - Delete ICC Electrical Code and International Plumbing Code and replace with the 2017 National Electrical Code and the Illinois State Plumbing Code with amendments.
   33. Section G2410.2 Connections - Delete Chapters 34 through 43 and replace with the 2017 National Electrical Code with amendments.
   34. Appendix K, "Sound Transmission" is hereby specifically adopted.
   35. Part VII Plumbing shall be deleted from this Code. All plumbing shall be installed in accordance with the Illinois State Plumbing Code with amendments as adopted by the Village.
   36. Part VIII Electrical shall be deleted from this Code. All Electrical installations shall be in accordance with the National Electric code 2017 as adopted and amended by the Village.
   C. Penalty: Any person, firm or corporation, or agents, employees, renters or contractors of such, who violate, disobey, omit, neglect or refuse to comply with or who resists the enforcement of any provision of this section shall be guilty of an ordinance violation and shall, upon conviction, be fined not less than one hundred fifty dollars ($150.00) nor more than seven hundred fifty dollars ($750.00) for each offense. Each day a violation is permitted to exist shall constitute a separate offense. Nothing herein contained shall be construed to prevent the Village from taking such other lawful action as necessary or appropriate to prevent or remedy any violation.
