8-1-5: INSPECTIONS:
   A. Property Inspection: Before or any time after the issuance of a permit, the building official may examine or cause to be examined all properties, buildings, structures and/or sites for which an application has been filed for a permit and/or for which a permit has been issued to erect, construct, enlarge, alter, repair, remove, connect or demolish.
      1. No person shall interfere with, prevent, or attempt to prevent the building and zoning inspector or his designated agent(s) in the inspection of property within the village.
      2. A violation of this section shall result in a fine of not less than two hundred fifty dollars ($250.00) and not more than seven hundred fifty dollars ($750.00).
   B. Required Inspections:
      1. Reinspection, Fee: Inspections required under the provisions of this chapter shall be made by the building official or his duly authorized agents. If an inspection has been scheduled and, in the opinion of the inspector, after arrival on the inspection site, the job is not ready or has not progressed to a point where an inspection can be made properly or access is not possible to perform the inspection, a reinspection fee may be charged. No further inspections shall be made until the reinspection fee has been paid.
      2. Scheduling: The owner or contractor is required to call the building department forty eight (48) hours in advance, excluding Saturdays, Sundays and holidays for inspections as may be required. Upon notification by a contractor that an inspection is desired, the village shall schedule the inspection at the earliest available date.
      3. Obstruction: No work shall be done which will cover or obstruct from view the area scheduled for inspection.
   C. Approved Inspection Agencies: The building official may, at his sole discretion, engage the professional services of an outside consultant for inspections, engineering, architectural design, plan reviews, legal assistance, or other such duties necessary to perform his duties. All consultant fees shall be borne by the applicant submitting a plan or report prior to the issuance of a permit. The consultant shall submit a written report of his findings to the building official.
   D. Final Inspection: Prior to the issuance of a temporary or permanent certificate of occupancy, a final inspection shall be made. All violations or deficiencies noted by the building official shall be corrected prior to the issuance of a permanent occupancy certificate.
   E. Right Of Entry: In the discharge of duties, the building official or his duly authorized agent(s) shall have the authority to enter at any reasonable hour, any building, structure or premises within the village to enforce the provisions of this chapter and/or this code.
