The purpose of this chapter is to provide for the safety, health, and public welfare through structural strength and stability, means of egress, adequate light and ventilation and protection to life and property from fire and hazards incidental to the design, construction, alteration, removal, or demolition of buildings or structures and site development. This chapter sets forth requirements that are considered reasonable and are held in every instance to be the minimum for the promotion of public health, safety and the general welfare.
