For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ADVANCED LIFE SUPPORT. A multifaceted system designed to resuscitate, stabilize, transport, and give definitive care to a victim of severe need basis or trauma. In the pre-hospital phase, this care is usually delivered by emergency medical technician-paramedics (EMT-P) who are trained to use the treatment mobilities, such as advanced airway management, placement of intravenous line, electrical defibrillation, and administration of medication to stabilize the patient and prepare him or her for transport.
AMBULANCE or EMERGENCY MEDICAL SERVICE VEHICLE. Any motor vehicle that is used, or is intended to be used, for the purpose of transporting patients in a prone, supine or horizontal position. This shall also include any motor vehicle used, or intended to be used, for the purpose of
responding to any emergency or life-threatening situation, while providing emergency medical service, the transportation of emergency patients, and the administration of emergency care procedures to those patients before or during the transportation.
BASIC LIFE SUPPORT. Any pre-hospital non-invasive intervention by personnel certified at the level of EMT-Basic as described in R.C. Ch. 4765. Such interventions include, but are not limited to, non-invasive methods of airway control, oxygen administration, bleeding control, splinting of fractures, treatment of shock, patient assessment, and recording vital signs.
EMERGENCY MEDICAL TECHNICIAN or EMT. Emergency medical technician-ambulance, advanced emergency medical technician-ambulance and emergency medical technician-paramedic as defined below, unless otherwise specified:
(1) ADVANCED EMT-A (ADV EMT-A). Emergency medical technician-ambulance as defined below, but further certified under R.C. § § 3303.08 et seq.
(2) EMERGENCY MEDICAL TECHNICIAN-AMBULANCE (EMT-A). An individual certified under R.C. § § 3303.08 et seq.
(3) EMERGENCY MEDICAL TECHNICIAN-PARAMEDIC (EMT-P). An EMERGENCY MEDICAL TECHNICIAN PARAMEDIC (EMT-P) shall be specifically trained beyond the EMT-A and ADV-EMT levels as defined above, and certified under R.C. § § 3303.08 et seq.
MEDICAL CONTROL. A designated medical facility staffed by the appropriate emergency medical service personnel which provides prompt physician supervision through radio or telephonic communication to the paramedic in the field and which directs the transportation of the patient to the appropriate facility for definitive care.
NON-RESIDENT. For purposes of this subchapter only, a person not domiciled within the village or otherwise considered a resident under the definition of resident in this section.
PATIENT. An individual who is sick, injured, wounded, or otherwise incapacitated or helpless.
RESIDENT. For purpose of this section only:
(1) A person domiciled within the village; or
(2) A person domiciled within the municipal boundaries of any city, village, or township with a mutual aid agreement with the village when the emergency service is being supplied pursuant to such mutual aid agreement.
TRANSPORT. To carry or convey a person by publicly owned or operated motor vehicle being used in response to a call for emergency medical service from one location to another.
