(A) Any licensee may appeal the decision of the Director of Public Safety for the denial of the issuance of a license, the denial of a renewal of a license or the revocation of a license. An appeal must be filed within ten days of notice of non-issuance, non-renewal or revocation, in writing, to the Mogadore Director of Public Safety, 135 S. Cleveland Avenue, Mogadore, Ohio 44260 stating the reason for the appeal.
(B) The Licensing Appeal Board shall consist of three residents of the village, appointed by the Mayor, for terms of two years. Appeals shall be heard within five days of filing. Such Board shall determine whether the denial or revocation of any license under this chapter was arbitrary, capricious, or unreasonable.
(C) Any decision of the Board shall be a final, appealable order, and the applicant or licensee may seek prompt judicial review of such administrative action in any court of competent jurisdiction.
