The purpose of this chapter is to establish reasonable and uniform regulations to minimize and control the negative effects of amusement arcades within the village in order to promote the health, safety and welfare of the citizens of the village. It is not the purpose or intent of this chapter to restrict or deny access to recreational and skilled-based amusement machines. The state currently allows certain games of skill while games of chance are deemed illegal.
