§ 32.02 ORGANIZATION.
   (A)   Council shall set the time and date of regular meetings and shall establish its Rules of Procedures.
   (B)   All meetings of the Council shall be public as provided by Ohio law and any citizen shall have access to the minutes and records of these meetings at all reasonable times.
   (C)   The elective officers of this Council shall be the President of Council and any others that Council deems necessary.
   (D)   The President of Council shall be elected at the organizational meeting of Council to be held within the first ten days of January of even numbered years.
   (E)   The President of Council shall recommend one member of Council to chair each of the six permanent committees of Council and two additional voting members to serve on each committee.
   (F)   The officers of Council, Chairmen of Council Committees, and members of said committees shall serve at the pleasure of Council. A vote of the majority of the members of Council shall be required to confirm the appointment or remove them from such positions.
   (G)   The President of Council shall be a non-voting member of each of the committees and may not serve as chairman of any of the said committee.
   (H)   In the absence of a quorum at any committee meeting, the President of Council may fill in for any absent member of Council and when doing so shall have voting privileges.
   (I)   In the event of the death, resignation, or removal of a Council member, the President of Council will serve such Council member's role as a regular committee member with full powers for a maximum of 30 days. The President will fill any vacancy occurring on a committee within 30 days after the vacancy occurs by appointing another member of Council to fill the unexpired term.
   (J)   The permanent committees of Council shall be as follows:
      (1)   Finance/Audit;
      (2)   Utilities;
      (3)   Planning and Zoning;
      (4)   Safety;
      (5)   Streets/Service and Grounds; and
      (6)   Parks and Recreation and Cemetery.
   (K)   The President of Council may appoint special committees as are necessary to carry out the duties of Council, subject to the approval of a majority of Council.
   (L)   The Council may resolve itself into a Committee of the Whole when it wishes so that the entire Council may consider an issue.
   (M)   Unless the President of Council determines and announces an alternative date, the permanent Council Committees shall meet in the Council Chambers on the fourth Wednesday of each month. The Clerk, or the Clerk's designate, will be present to take minutes at the Committee meetings and will provide a brief list of the meetings, and will provide a brief list of all matters before committees.
   (N)   The Committees shall consider every ordinance or resolution submitted to Council. Unless approved by two-thirds of Council, no ordinance or resolution shall be approved by Council until it has been considered and approved by the appropriate committee. Anything referred to a committee must be discussed at the next regular meeting of that committee or at any special meeting of that committee.
   (O)   Committees containing three members must have two members present for a quorum. A majority vote of the members present is necessary to take action.
   (P)   Council has the power to admonish or expel from a committee, any members for failure to attend three consecutive committee meetings unless excused by the chairman or said committee or the President of Council.
   (Q)   In order to be excused from a Council meeting, a member must notify the Council President, if he is unable to attend the Council meeting.
   (R)   In the absence of a quorum, the Chairman has the option to appoint another member of Council to the vacant seat on his committee.
   (S)   No business shall be transacted at any special meeting of Council except the specific business for which said meeting was called.
   (T)   In the event an ordinance or resolution is introduced by a member or members of Council, such ordinance or resolution shall bear the name of the individual or individuals sponsoring such legislation.
