(A) Applicants for licenses under this chapter must file with the Clerk-Treasurer, a sworn application in writing on a form prescribed by the Mayor which form shall elicit information showing the reputation and character of the applicant; the activities to be conducted in the village for which the license is sought; if applicable, the financial responsibility of such applicant and/or his principal and the ability of such applicant or his principal to deliver any merchandise or product sought to be sold; including, but not limited to, the following:
(1) Name and description of the applicant;
(2) Permanent home address and full local address of the applicant;
(3) A brief description of the nature of the business and the goods to be sold or the activities to be conducted;
(4) If employed, the name and address of the employer, together with credentials establishing such relationship;
(5) The length of time for which the license is desired, not to exceed one year;
(6) In the case of the sale of goods or the taking of orders, the place where the goods or property proposed to be sold or orders taken for the sale thereof are manufactured or produced or such goods or products are located at the time such application is filed and the proposed method of delivery;
(7) Two copies of a photograph of the applicant taken within 60 days immediately prior to the date of the filing of the application, which picture shall not be less than 2" x 2" showing the head and shoulders of the applicant in a clear and distinguishing manner;
(8) A statement as to whether or not the applicant has been convicted of any crime, misdemeanor or violation of any municipal ordinance (other than minor traffic violations), the nature of the offense, and the punishment or penalty assessed therefor; and
(9) At the time of filing the application, in addition to the license fee, a fee of $25 shall be paid to the Clerk-Treasurer to cover the cost of the investigation of the facts stated therein.
(B) Upon receipt of such application, the Clerk-Treasurer shall forward the application to the Mayor who shall cause such investigation of the applicant as the Mayor deems necessary for the protection of the public good. Such investigation shall be concluded within ten business days following the Mayor's receipt of such application from the Clerk-Treasurer. Upon completion of the investigation, the Mayor shall have the discretion to grant or refuse to grant a license if he finds that a reasonable person would conclude that the applicant may perpetrate a fraud or other offense upon the residents of the municipality or that the applicant may create a nuisance in conducting the activities for which the license is sought, considering, among other factors, the applicant's financial standing, the Mayor's determination that the applicant possesses unsatisfactory character or, if applicable, financial responsibility, or that the applicant has been convicted of or has pleaded guilty to a felony or a violation of this chapter.
