(A) No subscriber shall keep garbage on any premises in the village for a longer period of time than that expiring between three consecutive collection dates when actual collections are made.
(B) No subscriber, commercial, industrial, governmental, or institutional establishment shall keep garbage and refuse on premises in the village for such a period of time as to endanger the health, welfare and safety of the residents of the village, as determined by the Portage County Health Inspector, Summit County Solid Waste District, or the village's Fire Chief.
