§ 150.219 P – PARK.
   (A)   Zoning permit application.
      (1)   Submit a zoning permit application to Village Clerk (fees waived).
      (2)   Note that grading plans must be approved prior to earthwork activities.
      (3)   Prior to any clearing, applicant must determine whether there is reason to believe the work is within a floodplain, wetland or riparian setback.
      (4)   The application materials shall include a Floodplain and Storm water Pollution Prevention Acknowledgment Form.
      (5)   Submit neat, scaled drawings of proposed site work. Drawing should show property lines, easements, existing and proposed grading and drainage, utilities, drives and improvements.
      (6)   Drawings should include pavement/drive composition, drainage, lighting, tree removal, proposed landscaping, fencing, storage areas, dumpster locations and other site features. Provide manufacturer data sheets when possible.
      (7)   Provide drawings of exterior building elevations with finishes and colors.
      (8)   For structures, provide information relative to proposed fire prevention/protection systems as well as ingress/egress diagrams.
      (9)   The Parks and Recreation Board, Planning Commission, Fire Department and Village Engineer would review the zoning application.
      (10)   For structures or electrical work, the applicant is required to obtain a building permit from Summit County. Portage County does not issue building permits within the village.
      (11)   If the disturbance is greater than one acre, a review and approval by the Summit Soil and Water Conservation District is required.
      (12)   Application materials shall include information pertaining to hours of business operation, number of employees, parking facilities, overnight parking, site lighting, impacts on neighboring property uses, delivery frequency and size of trucks, and the intended general use/occupancy of the property.
   (B)   Village fees. Zoning permit application fee is waived.
   (C)   Village standards.
      (1)   Refer to the Village of Mogadore Code section relative to zoning designation, P-1.
      (2)   Structure setbacks and size must meet the Mogadore Code.
      (3)   Fire lanes, hydrant requirements etc. must meet the approval of the Mogadore Fire Department.
      (4)   Grading shall not direct run-off to neighboring properties. Supplemental yard drains that were not on the approved site plan may be required based on field conditions.
      (5)   Ditching, supplemental drains and drive pipes may be required to promote drainage for the area (not just the subject property).
      (6)   Comply with village sign requirements.
      (7)   Comply with Summit County Building Department standards.
   (D)   Inspections.
      (1)   Provide the village a 48 hour (two business days) notice prior to basement or footing excavation to allow a pre-installation inspection of the proposed layout (setbacks).
      (2)   Provide the village a 48 hour (two business days) notice prior to pouring drives and walks to allow a pre-pour inspection.
      (3)   Provide the Summit County Building Department with the required notice to schedule fire system inspection and testing activities. Provide the Mogadore Fire Department a 24 hour notice of any scheduled fire system inspections.
      (4)   Provide the village a one week notice prior to final grading to allow rough grading (drainage patterns) to be inspected and corrected prior to placement of topsoil.
      (5)   The Summit County Building Department is responsible for building construction inspections.
