§ 150.209 DEMOLITION (ONLY NEEDED FOR STRUCTURES LARGER THAN 200 SQUARE FEET OR TALLER THAN 15 FEET).
   (A)   Zoning permit application.
      (1)   Submit a zoning permit application to Village Clerk (with fees and deposit).
      (2)   The application materials shall include a Floodplain and Storm water Pollution Prevention Acknowledgment Form.
      (3)   Submit neat drawings of proposed work area (see sample work plan).
      (4)   The drawings must indicate grading limits and show proposed methods of preventing offsite migration of sediment.
      (5)   The Village Engineer and Fire Department review the zoning application.
      (6)   Submit approved zoning permit to the Summit County Building Department and Akron Air Quality.
      (7)   Prior to beginning demolition activities, provide the Village Clerk with a copy of the approved Summit County Demolition Permit and Akron Air Quality Permit.
   (B)   Village fees.
      (1)   Zoning permit application fee required.
      (2)   Deposits are required to cover direct costs to the village and provide money for the village to correct sub-standard or incomplete work (within the R/W). Refer to the Village Permits and Approvals Fee Schedule for application and deposit fees.
      (3)   Deposits may be increased by the village for complicated or larger projects.
      (4)   Unused deposits as determined by the village will be returned upon the village's approval of the work.
      (5)   Additional application or permit fees may be required by Akron Air Quality.
   (C)   Village standards.
      (1)   See the village standard storm water drawings for pollution prevention requirements. All projects require some level of storm water pollution prevention.
      (2)   If the overall project impacts one acre or more, a permit is also required from the Summit County or Portage County Soil and Water Conservation District. Submittals and permit requirements to be coordinated directly with the appropriate county Soil and Water Conservation District. The Soil and Water Conservation District may require the submittal of a Notice of Intent to the EPA.
      (3)   Work impacting wetlands or riparian setbacks requires special consideration.
      (4)   Methods to prevent tracking onto roadways are required.
      (5)   If require, village street sweeping will be charged back to the owner through the deposit.
      (6)   Disturbed areas shall be repaired with a minimum of three inches of screened topsoil, a high quality residential seed mix, mulching and watering/fertilizer as needed to ensure full germination within 60 calendar days.
   (D)   Inspections.
      (1)   Periodic site visits by Fire Department and/or the Village Engineer.
      (2)   The Summit County Building Department may require a site inspection.
      (3)   Akron Air Quality may perform an inspection.
      (4)   Inspection by the Soil and Water Conservation District or EPA possible.
